Language Accents

It seems most, but not necessarily everyone, develop some sort of vocal accent. Usually it's of the native, local, or geographically-specific variety, but why do some people seem to enunciate in almost perfect English?

Could these people be more advanced audible-learners than most? Do audible-learning and vocal pronunciation relate?

They have been shown to correlate, and if I remember correctly, it is typically determined by an individuals specific cognitive aptitude, and development for picking up on, and awareness of the variances within differing dialects in a given geological, or cultural region.

More simply put, it is an individuals mental gearing towards communication, and linguistic processing; as opposed to logistic, or spatial processing.

i wonder if the mental gearing is more learned or genetic, and if it's usually changeable.
