The GA Lottery

GA funds the HOPE scholarship through revenue from the GA lottery.

The idea of basing the funding through the lottery, though, got me thinking: Who buys lottery tickets? Most financially-minded people understand the economics of the lottery. The odds are just too great. Which is why you find the lottery appealing to, mostly, poorer and less educated individuals who truly believe that they're going to win. That's why they're repeat players.

Nothing against the lottery, but it seems a bit odd that the system derives funding for HOPE from the poorer and lower middle class. That's 'fair?'

I could be way off, but it seems a bit unlikely that Steve Jobs heads to his local 7-11 every morning before work for his coffee and scratch off tickets.
